Zeng Yue, the principal of Beijing Shuangyushu primary school and Zeng Guofan’s grandson of sixth generations, has engaged in education for over 30 years. Zeng has been working as the principal of Beijing ShuangYuShu central primary school for over 15 years since he was appointed as the principal and party secretary. Yu was rated as excellent instructor, education advanced worker and the excellent principal in China. He contributed to the development of ShuangYuShu central primary school, which was covered by China Youth News and Hong Kong Economic News. Zeng’s theses, Organization and regulation of Young Pioneers, studies of ideological and political work in schools , and class education and quality education won city-level prizes.  

After Beijing's Long- and Mid-Term Education Reform and Development was promulgated, Zeng held that Small Class Teaching is a strategy. For Haidian district, equal education opportunities for kids whose parents come from other places for working imitates the Small Class Teaching education. But Small Class Teaching is a trend which should be carried out if the condition permits.

I believe there should be fewer selections in compulsory education. The differences between schools lead to differences in choices making of junior high school. This is why the primary-to-junior-school polices exists.

Zeng said our Small Class Teaching education has a high starting point, focusing on the education on individuals to improve the ability to practice and innovate. In 2003, the year when Small Class Teaching education started, there are only 12 classes, 200 students and 29 faculty and staff; in 2009, the number increased to 20 classes, over 560 students and 46 faculty and staff. Small Class Teaching education boosts elementary education and schools.

Beijing Educational Committee announced that teachers who charged for out-class education cannot have bonus. Zeng believed that this policy may restrict paid tutor and part-time jobs of teachers, but for those who obey the principles, it is an admission and encouragement. The main point places on the operation of schools. Zeng said who should be the supervisor? Teachers are assessed by schools, so does the school need a supervising department? This policy cannot come to effect with these issues unsettled.
